We kindly inform, that according to Art. 17 Sec. 1 of the Act of January 11, 2018 on electromobility and alternative fuels, hereinafter referred to as "the Act", detailed technical requirements for operational safety, as well as the scope of documentation attached to the application for testing charging station and charging points as part of the public transport road charging infrastructure will be determined in the regulation of the minister competent for energy, issued on the basis of art. 17 of the Act, hereinafter referred to as the Regulation".
With regard to the above, the Office of Technical Inspection will start accepting applications for opinions referred to in Art. 15 of the Act and applications for conducting the test, referred to in Art. 16 of the Act after the date of entry into force of the Regulation.
At the same time, we would like to inform that pursuant to Art. 74 of the Act, entities that have started the operation or construction of charging stations and charging points included in the public transport infrastructure before the entry into force of the Regulation, in order to start or continue their operation, are required to comply within 12 months from the date of entry into force of the Regulation, with the requirements set out in the Act and in the Regulation, and to submit an application to the UDT for conducting a test authorizing the commencement or further exploitation thereof.
Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the development of alternative fuels infrastructure considers both the development of a strategy for sustainable alternative fuels as well as the development of appropriate infrastructure. The requirements of the directive were implemented into Polish law by the "Act". According to this "Act", the Office of Technical Inspection is obliged to give opinions on the compliance of technical documentation of designed stations with technical requirements and to conduct technical tests of stations and charging points before putting them into operation and after repairs and modernization.
